It was announced this morning that Mayor Gray and the Office of the Deputy Major of Planning and Economic Development (DMPED) selected the Peebles Corporation and Walker Group bid for the 5th and Eye RFP site. As we learned from the RFP Finalist presentations on Dec 19th and the Peebles bid calls for a Standard Hotel, 59 branded residences, ground floor retail, 100 off-site affordable housing units near the Anacostia metro station, and a $2,000,000 commitment to upgrade the parks (Milian and Seaton) at the 5th and Eye intersection.
The selection of the Peebles/Walker contradicts the support ANC6E provided in February to both Akridge and Trammell Crow/CSG. However ANC support is merely an endorsment that carries weight but the Mayor and DMPED make the final decision. In their press released they explained “the Peebles Corporation and Walker Group were chosen as the team’s Best and Final Offer (BAFO) provided the highest monetary value for the land and the most affordable housing units..” Also noted, the hotel creates the most potential post-construction jobs for DC residents.
Largely due to the inclusion of the Standard Hotel in their concept the Peebles bid was supported in a petition that was initially created by 555 Mass residents.
My initial preference was the Trammell Crow/CSG office building bid as they seemed the most credible about the park upgrades pledging $2,000,000 at the Dec 19th meeting and then increasing that to $2,500,000 in their Best and Final Offer (BAFO). But Peebles did step up in their final offer by pledging $2,000,000 (their initial presentation was vague and did not commit to any hard figure). Overall if we truly get the substantial park upgrades from Peebles the 24/7 foot traffic from the hotel will probably do more to create vibrancy in the neighborhood than another office building would have. So I can easily support this choice.
